The Former President's Woke Warning Overlooks Europe's Real Threat: Technological Decline.

The recent US national security strategy offers a flawed assessment of the European Union. The document asserts that unrestrained immigration and so-called "progressive" agendas represent an grave threat to the continent's identity. However, this argument is based on a serious misreading of the situation. The true challenge facing the EU is not societal but economic and technological backwardness.

The Stark Growth Divide Between Europe and the US

The data paint a stark contrast. Between 2008 and 2023, American economic output grew by eighty-seven percent, while a mere 13.5% growth for the EU. Over this period, EU GDP per capita fell from 76.5% to just half of the American figure. Strikingly, even the poorest US state now has a greater average income than several leading European economies like France and Italy.

Today, about 50% of the world’s top fifty technology firms are American, while only four are European.

The Technological Deficit: A Critical Question

This widening disparity is driven by stronger efficiency gains in the US, largely due to technological innovation and better use of resources. The scene of global tech dominance is overwhelmingly American. In the last fifty years, 241 US firms have grown into enterprises valued at over $10bn, compared with only fourteen in the European continent.

This gap raises a vital question: As the competition for future industries like AI, semiconductors, and quantum computing, what is Europe positioned? Most analysts agree it is largely a contest between two involving the US and China, with Europe entering at a significant handicap.

Root Causes of Europe's Technological Lag

A number of major reasons account for this technological divide.

  • Financing Ecosystem: The US boasts a far deeper and more dynamic system for funding startups. Europe still lacks a true capital markets union, a factor that caps the scale of emerging companies.
  • Regulatory Fragmentation: Excessive and fragmented regulation hamper European business. A US startup can introduce a product under one regulatory framework to access a consumer base of hundreds of millions. The EU, despite a bigger population, is split among 27 separate regimes, creating significant internal barriers.
  • Cultural Attitudes: Attitudes toward entrepreneurial failure vary greatly. In some EU nations, business failure was once viewed with penalties, whereas in the US, it is often considered a valuable lesson.
  • Defense Spending: The United States enjoys a tightly woven academic-military-industrial complex. Europe's long-term lack of spending in defense has weakened its ability in pioneering research.

A Path Forward: Grounds for Cautious Optimism

In spite of these challenges, one can find causes for optimism. European leaders are increasingly aware of the severe threat and have begun to propose serious reform. Notable reports on European competitiveness and the single market highlight the necessity of sweeping reforms.

Given appropriate policies and rule changes, Europe's strengths might enable far greater degrees of business-led breakthroughs.

Europe retains considerable advantages: skilled human capital, top-tier schools and universities, and world-class labs. Coupled with a large internal market and substantial household savings, these foundations could trigger a new wave of venture creation.

Crucially, even if the EU does not take the lead in developing cutting-edge tech, it can still significantly boost productivity by adopting and adapting advancements from elsewhere.

An Inflection Point

Europe now faces a critical moment. As the saying goes, economic erosion often happens "gradually and then suddenly". So far, Europe's technological decline has been steady. However, without decisive action to tackle its deep-seated problems, today's slow erosion could give way to a sudden and irreversible loss of global economic relevance.
