'Our role is integral to football's future' - independent football regulator David Kogan
The team's ongoing struggles constitute a "major concern" and the new football authority is seeking powers to investigate clubs in similar circumstances, the recently named head David Kogan has declared.
During an extensive discussion, the regulator, who was recently selected, showed understanding towards supporters of the Owls.
Kogan met with four supporters' associations associated with the Championship side in recent days.
The team have been experiencing difficulties in multiple areas in the current year, with the club delaying salary disbursements on several different times, including in the autumn.
"Evidently Wednesday represents a serious issue for football authorities and a substantial concern for English football," the chairman stated.
"Wednesday stands as one of the great brands for English football and in recent days we have met fan representatives.
"Our aim is to acquire the ability... which will allow us to have Sheffield Wednesday - and other clubs referred to us if they need to be investigated and dealt with."
Monetary Issues and Leadership Concerns
The team's struggling chairman the current owner stated during the off-season he would be prepared to relinquish control at the stadium, but he has failed to complete a sale with prospective buyers.
Delayed salary payments on time in spring months led to sanctions by the football authorities in summer, preventing the club from carrying out any recruitment activities for the subsequent signing windows, although the ban was rescinded in August.
Official's Viewpoint
Kogan said: "The job [of the regulator] is there for the fans of Sheffield Wednesday, teams facing challenges where people are committed to a local institution that has been part of their lives in numerous instances.
"I have absolute sympathy for the team's plight, as I do for each organization that since 1992 have gone to the wall, or been close to going to the wall, for causes separate from the supporters."
When asked if the oversight body could require an chairman to relinquish a club if they are considered unfit, the regulator answered: "Should the inquiry concern 'would we intervene in the final instance?', the reply is once we collect the information and understand the situation, we will."
But the chairman emphasized that requiring chairmen to relinquish clubs would be treated as a "last resort" and the regulator would prefer to cooperate with proprietors.
"Our least desirable course of action is start getting involved with an individual club, an individual owner, without being in a position to cooperate with that chairman to fix the challenges confronting the team and the owner's facing," Kogan said.
"In actuality, when you look back over the history of the game, over the recent generations there have been certain proprietors, few in number, but certain individuals who have acted carelessly in the approach they have taken toward their clubs and ultimately don't wish to take responsibility for the future."

'Mistakes could erase significant advances'
The regulator engaged representatives from 110 clubs to detail the scope of the regulator on Wednesday and stated it constituted a "progressive gathering" with a "substantial involvement" from the grassroots to elite level.
"The role holds considerable importance, because if we get it wrong, if the football community fails, the extraordinary progress that's been made might evaporate rapidly," the chairman stated.
"And that's what nobody wants in the realm of domestic football is a substantial accomplishment - we must maintain momentum.
"There's an enormous amount of money entering the sport and has come into football for the recent generations, because there's no guarantee it will continue to come into football, which is one of the reasons why I think we have to adopt a precise perspective on potential dangers and naturally, of the immediate future."
Elite Division Worries
Elite division representatives objected to the establishment of an oversight body because of apprehensions regarding adverse consequences on the elite division's competitive balance, but the chairman responded: "I completely endorse the achievement and development as an financial organization of the top division.
"Being fully aware of the concern of undermining the top flight as an elite competition of England. But at the same time, if you consult with top flight officials after today's meeting, they would have had a significant degree of comfort -and, actually, they have been telling us in private they have a significant confidence."
Ideological Links
The regulator remains subject to a "comprehensive investigation" by the public appointments commissioner after he acknowledged providing funds to the opposition group in 2020.
The chairman provided financial support for Secretary of State for Culture, Media and Sport the minister's leadership bid, along with that of the current Prime Minister.
"I have fully disclosed my previous political affiliation [with Labour], and that party membership ceased the day the official body endorsed my nomination," the regulator explained.
"I am presently disconnected from any type of partisan engagement."
